Hartford Van Dyke Claims
Silent Weapons for Quiet Wars did not have a “preface,” so it did not make what would have been a “bizarre claim” to have been “found in a surplus IBM copy machine in 1986 by a Boeing Aircraft employee…” That claim about the SWFQW book being found in the copy machine was made in an 8-1/2 by 11 inch news release/advertisement published in November 1986 by the America’s Promise Newsletter (APN) of Phoenix, Arizona, and in their publication of SWFQW, of which you have either a copy or some derivative writing. [Ed. This is what we have.]
If you have a copy of the original APN news release/advertisement, then you would know that William Cooper’s 1991 publication was not the first SWFQW publishing event. The original America’s Promise Newsletter of November 1986 stated that the said copy machine was purchased at auction from the McChord Air Force Base (located near Fort Lewis) in Washington State.
Cooper might have read SWFQW in a “Naval Intelligence Majority Twelve File.” Delamar Duverus of the American Sunbeam made a similar claim. And families of the upper class and their organizations did make contributions to the Leontief economics project, (e.g., Rockefeller (1948) - SWFQW, page 5).
Also #74-1120 is an anagram of the date of the Japanese attack on Pearl Harbor, 41-12-07.The forerunner of SWFQW, complete with sources, equations, my signature, and my address, was published on or about 74-12-07. My book on the Japanese attack on Pearl Harbor was published at the end of August 1973.
One of the people who helped me do the final publication work on SWFQW became concerned about the book becoming disinformation and asked me to reveal my authorship of the work in 1996, which I did by announcing it on a radio talk show. Otherwise, it would still be an anonymous work.
Four years later, in 1978, I was able to obtain enough funding to research, compile, write, and publish the book SWFQW. The SWFQW project ran from about October 1978 to December 1979, approximately one year’s work. The subject is war, so the book is about the sociopathic attitude of those who promote war, and have contempt for the common man. The basic premise of the book is contained under the subheading ENERGY (page 7).
The work on SWFQW began about October 1978 and was published in December 1979. Initially, about 65 copies of the book were sent out to various people and organizations. I do not know what happened to most of the copies, but I can fairly well account for one of them, which was given out by hand in early 1980. It was given to a military person, who was late for duty (or was going to be late), at McChord AFB in the state of Washington. He was hitchhiking through Vancouver on I-5 in uniform. Even though I was traveling in my own locality, I drove him to McChord (a two hour trip each way). On the way, I told him about the book SWFQW, and when he stepped out of the car to go onto the base I handed him a copy. I did not make any further general effort to publicize SWFQW until after 1986. **I did give out copies to local (where?) friends between 1979 and 1986. **
In November 1986, the America’s Promise Newsletter (APN) ran an advertisement for SWFQW. It claimed that a Boeing Aircraft employee bought a surplus copy machine at auction from McChord AFB and inside it he found a copy of SWFQW. It was very probably the copy that I gave to the hitchhiker. The Boeing employee passed the book along to the APN of Phoenix, AZ. From that time on SWFQW got the attention it deserved. It was a wake-up call to America, and perhaps even the world, if we can believe Leontief’s Scientific American (Sept. 1980) article, “The World Economy in the Year 2000”, wherein he says that by the year 1973, the year he received the Nobel Prize in Economics, sixty nations were already using his system to analyze their economies.

Jack Mohr
The first reference I could find to SWFQW was from October 1985 from the website of Lt. Col. Gordon (Jack) Mohr. This means that Jack Mohr and Delmar Duverus (American Sunbeam) may have been the first to release the document publicly. Jack also makes no mention of an IBM printer and includes the following:
I have just finished reading one of the most frightening books I have ever read. It was frightening, not because of its plot; not because of its suspense, but because it is a true story of what is happening right here in these United States. It is a story of what is being prepared for you, from authentic sources.
This story was first written as a “Top Secret” Operations Research Technical Manual, TM-SW7905.1, titled SILENT WEAPONS FOR QUIET WARS - (An introductory programming manual.) I understand this is only one of a series of training manuals which was written for Government Agents in May of 1979. The other Manuals will. be forthcoming.
Because of its technical contents, it will be difficult for the layman to understand. I am only going to give you excerpts from the Manual. You can order the complete manual from THE AMERICAN SUNBEAM, Duverus Building, Seligman, Missouri 65745. The price is $4.00 for a paper bound copy. You should have this in your library and most certainly should share it with your concerned friends. The other, apathetic, brainwashed one’s will probably think you have “lost your mind” and should be sent to some mental institution. I can assure you that such is not the case. Already, Americans are far down the path towards one-world totalitarian control. It is explained in this manual.
This will be a reproduction only of the more obvious parts; the one’s you need to know about in order to protect yourself and your family from those who would enslave you. Your skeptical friends may want to believe this manual is a hoax. I wish it were. I can assure you it is the genuine thing. It has been authenticated by four different technical writers for Military Intelligence. One has just retired; one is still employed as an Electronics Engineer by the Federal Government and has access to this entire series of Training Manuals. One is in Hawaii and has the highest security in Naval Intelligence and another is now teaching at a university and has worked with Central Intelligence for a number of years.
The manuscript was delivered to the editorial offices of THE AMERICAN SUNBEAM by an unknown person. The document was not stolen, and it was not obtained by any dishonest method. The National Security of the United States will not be effected by the facts I will discuss and which will be detailed in the Manual itself.
Just as the Editors of THE AMERICAN SUNBEAM felt morally bound to reveal the contents of this Manual, so I feel morally bound to give you a resume of the Manual and urge you to get it from the Duverus Publishing Company.
This Manual needs to be distributed to concerned Americans by the hundreds of thousands, so that they will understand more concerning the “war which has been declared against them.” They will need to properly identify this enemy, separate themselves from it and allow God to have His way in destroying it, without destroying His people in the process.

Delmar Duverus (The American Sunbeam)
Edward Aloysius Roberts, known as Bab, purchased the paper (American Sunbeam). Roberts claimed he was the voice for a deity or entity he called Delamer Duverus. The focus of the newspaper greatly changed at this point. It no longer covered local news, but instead published extreme anti-Semitic and conspiracy theories
Publication of the then-named American Sunbeam ended in 1986 with the death of Roberts aged 76.
This is what Delamer Duverus (Roberts) said about SWFQW:
This manuscript was delivered to our offices by an unknown person. We did not steal the document, nor are we involved with any theft from the United States Government, and we did not get the document by way of any dishonest methods. We feel that we are not endangering the “National Security” by reproducing this document, quite the contrary; it has been authenticated and we feel that we are not only within our rights to publish it, but morally bound to do so.
Regarding the training manual, you may have detected that we had to block out the marginal notes made by the selectee at the C.I.A. Training Center, but I can assure you that the manual is authentic, and was printed for the purpose of introducing the selectee to the conspiracy. It has been authenticated by four different technical writers for Military Intelligence, one just recently retired who wants very much to have this manual distributed throughout the world, and one who is still employed as an Electronics Engineer by the Federal Government, and has access to the entire series of Training Manuals. One was stationed in Hawaii, and held the highest security clearance in the Naval Intelligence, and another who is now teaching at a university, and has been working with the Central Intelligence Agency for a number of years, and wants out before the axe falls on the conspirators.
We believed that the entire world should know about this plan, so we distributed internationally one-hundred of these manuscripts, to ask individuals at top level positions their opinions. The consensus opinion was to distribute this to as many people as who wanted it, to the end that they would not only understand that “War” had been declared against them, but would be able to properly identify the true enemy to Humanity.

The Lawful Path
The Lawful Path’s online version of the text provides the following introduction:
The following document is taken from two sources.
The first, was acquired on a website (of which I can’t remember the address) listing as its source the book titled Behold A Pale Horse by William Cooper; Light Technology Publishing, 1991.
The second source is a crudely copied booklet which does not contain a copyright notice, or a publishers name. With the exception of the Forward, the Preface, the main thing that was missing from the first source was the illustrations.
As we began comparing the two, we realized that the illustrations, and the accompanying text (also missing from the first) made up a significant part of the document. This has now been restored by The Lawful Path, and so far as I know, is the only internet copy available complete with the illustrations.
We have no first-hand knowledge that this document is genuine, however many of the concepts contained herein are certainly reasonable, important, and bear strong consideration.
Analysis and Timeline
If Jack Mohr’s signed date is accurate, that would mean that Delamer Duverus was the first to circulate the document as early as October 1985 (and likely sooner).

According to Bill Cooper in Behold a Pale Horse, July 7th, 1986 was the date that the copy was found in the IBM copier. Interestingly enough, a quote from Delmar Duverus is found in the very first pages of the book.
Bill Cooper evidently failed to procure the full version of the document with illustrations which was already likely being circulated by Delmar Duverus based on the following quote:

Question: Where did this illustration-free document come from?
The title sheet in the original document also includes a news clip from Emissary Publications (9205 E Clakamas Road, Clackamas, Oregon 97015) published at date sometime after 1986 stating the following:

This astonishing document was discovered in a surplus copier purchased from Boeing Aircraft in 1986. Reveals details of a plan, hatched in the embryonic days of the Cold War, which called for the control of the masses through manipulation of industry, people’s pastimes, education, and political leanings. It called for a quiet revolution, pitting brother against brother, and diverting the public’s attention from what is really going on.
For all intents and purposes, this document as “come to pass.”

Question: Who’s hand written notes are on the last page?
Question: Who’s making notes in this original document?
Would Hartford Van Dyke annotate and write notes to himself for every piece of SWFQW intended for public distribution? Since we know this marked up version of the document predated the copier version, these notes cannot be from this alleged solider that Hartford Van Dyke allegedly gave a copy to. Furthermore, wide spread distribution was already happening as of October 1985 to the subscribers of the American Sunbeam. It wasn’t until November 1986 that America’s Promise Newsletter (APN) ran the first advertisement for SWFQW mentioning an IBM copier.
I’m not convinced the document is real, nor am I convinced that it’s a forgery or even authored by Hartford Van Dyke. The story about giving the doument to a soldier hitchhiking seems to me too far fetched considering the details that were already publicly known. Not only that, but half the alleged confession looks like an advertisement for Hartford Van Dyke’s Pearl Harbor book. Writing from prison, it seemed to me like a desperate man trying to sell his book. I looked a few of his other writings and I’m not sure they quite match the level of SWFQW.
After my deep drive, I’m left with more questions than answers.
